Minutes of a meeting of Hazelwood Parish Council held in the Memorial Hall, Hazelwood on 21st May 2015 commencing at 7.45p.m.



Present: Chairman:  Councillor K Walker

1/15/16 Appointment of Chairman:

Councillor Keith Walker was proposed as Chairman by Cllr M Angold, seconded by Cllr Wall and was approved unanimously.


2/15/16 An Acceptance of Office was completed by the new Chairman


3/15/16 Apologies given: Apologies were given by Councillors Harris and D Taylor (AVBC)


4/15/16 Variation of Order of Business

  No variation to Order of Business was deemed necessary.


5/15/16 Declaration of Members Interests

 A Declaration of Members Interests was completed by the two incoming Councillors to be registered at Amber Valley Borough Council.


6/15/16 Public Speaking

 Mrs L Wall and Mrs M Heath attended the meeting and showed an interest in the lettings officer position to share the responsibility between them. A further meeting would be held in the near future once all the Councillors were available to discuss this matter.


7/15/16 Minutes of the last Meeting

 Minutes of the council meeting held on the 26th March 2015, copies of which had been passed to the councillors prior to this meeting, were taken as read, approved and signed by the Chairman for accuracy only.


8/15/16 Items for Exclusion

 Nothing was deemed necessary for exclusion.


9/15/16  Chairman’s Announcements

The new Chairman, Councillor K Walker thanked the preceding Chairman M Angold, for all his hard work and dedication over the last decade. He also welcomed the two new Councillors Wall and Heath into their new position. He asked the Clerk to attempt to find out how long the two retiring Councillors, Brown and Walford had held their positions on Council.

All circulars having been previously circulated were received.


11/15/16 Financial Matters

 (d)          The accounts were agreed by the internal auditor prior to the meeting and figures were confirmed at 31st March 2015 by the Chairman and Councillors. Parish as £10822.57 and Memorial Hall as £7383.92.


12/15/16 Memorial Hall and Lettings

Plans for the next stage of the memorial hall improvement need to be re-drawn and discussed at a separate meeting to ascertain exactly what is required in the hall. Outside storage is still required prior to any further improvements inside the hall. It is six years since a development plan was compiled, and a re-audit is required.

All the windows have now been replaced and the kitchen door more recently but further improvements are still required.

As a matter of urgency, the lock to the lobby door needs to be repaired or replaced as there have been issues. The front doors are in need of repair and the guttering needs cleaning and repairing.


13/15/16 Planning and Licensing Matters

Planning applications since the last meeting are:

AVA/2015/0363 Prior approval of proposed change of use of agricultural building to a dwelling house for Mr M Kidd, Bulls Farm, Lumb Lane, Blackbrook  - It was agreed that Cllrs Walker and Wall would appraise the situation at Bulls Farm and report back if an extra-ordinary meeting is needed.

AVA/2015/0199 – Lawful Development Certificate for the garden to Mount Barn Farm for Mr & Mrs M Wood, Mount Farm Barn, Hazelwood, Belper

AVA/2015/0379 – Loft conversion with side hip to gable for Mr & Ms Whitehust at 2 New Houses, Ashbourne Road, Blackbrook

Concerns were made that not enough consultation was made over plans in the Parish and more representation would be made in the future.

  

14/15/16 Neighbourhood Planning

 A successful open meeting was held on 20th May 2015. This was the fourth open meeting and there were 53 in attendance. Alison Clamp from Midlands Rural Housing presented results of the survey that was completed earlier in the year.

 Mike Wood presented the village design statement which is a crucial part of the neighbourhood plan.

 Martin Angold presented the broad timing overview to complete the plan – emphasising the impact of re-drafting “Loops” if AVBC required amendments.
