Minutes of a meeting of Hazelwood Parish Council held in
the Memorial Hall, Hazelwood on 22nd January 2015
commencing at 7.30p.m.

67/14/15 Minutes of the last Meeting
Minutes of the council meeting held on the 27th November 2014, copies of which had been
passed to the councillors prior to this meeting, were taken as read, approved and signed by
the Chairman for accuracy only.
68/14/15 Items for Exclusion
Nothing was deemed necessary for exclusion.
69/14/15 Chairman’s Announcements
The Chairman was in agreement with the policy guidelines from Derbyshire Economic for a combined authority. This would mean Borough councils would be united in their opinions for any government decisions.
There had also been a request in the parish asking if anyone wished to join the heating oil scheme through D.A.L.C. This would enable a large order to be made to an oil supplier and consequently make the price cheaper – Councillor Walker to put a notice in the Parish Magazine to this effect.
It was resolved that a new notice board be made to include new posts, they would be provided by the Council. New measurements to be obtained to this effect and as it would be a new board planning permission would be required also if this is on the verge, authority would have to be requested from the Highways department. The existing notice board is to be used by the community.
As there are Parish funds available it was asked to consider the removal of some trees in the Parish on the roadside or cutting back as there is a considerable amount overhanging the roads especially on the Firestone stretch.

(b) Payments made since the last meeting:
(c) Payments of the following accounts were approved and signed.
(d) It was resolved that the precept not be increased for a further financial year. Four Councillors were in agreement and one against.
(e) It was a unanimous decision to change the Parish Councils accounts to the Unity Trust Bank. The account mandate would be completed and sent to the Unity Trust Bank to be opened.
72/14/15 Memorial Hall and Lettings
No further plans to form a memorial hall committee at present as there has been a reduction in the usage and more advertising is possibly needed. There is the occasional children’s party at weekend and a few weddings. It is a wider issue to it being used for events as it is used mainly by people from outside the Parish. A large extension would be nice but not really justified at present.
The original development plan needs to be put on hold. Plans would be possibly to hold storage externally and remove some of the existing wall structure inside the hall to make a larger area and improve its working space.
73/14/15 Planning and Licensing Matters
AVA/2014/0965 – Mixed tenure residential development. This is a Departure to the Local Plan for Mr & Mrs R Heath, Hazelwood Hall Farm, Spring Hollow, Hazelwood PERMISSION REFUSED
Tree Preservation Orders (TPOs) in the Parish were discussed to clarify where they are. The only group of trees is around the Hazelwood Hill/ Spring Hollow area. The Neighbourhood Plan Steering group are planning to assess the benefit of compiling a list of trees worthy of preservation in the parish and this could lead to a review of further TPO’s.
74/14/15 Neighbourhood Planning
The housing needs survey was completed in December with a good response of over 72% the report should be available by the next meeting on February 12th 2015. A further grant has been awarded to cover the cost of professional advisors to help in the completion of a local neighbourhood plan.
Further meeting days have been arranged well in advance to try and have a good attendance rate.
