Minutes of a meeting of Hazelwood Parish Council

held in the Memorial Hall, Hazelwood

on 25th September 2014 commencing at 7.30p.m.

31/14/15 Variation of Order of Business


  No variation to Order of Business was deemed necessary.


32/14/15 Declaration of Members Interests


 None


33/14/15 Public Speaking


               Councillor Taylor attended the meeting. He informed council that Amber Valley Borough Council was reviewing their policy on the green waste bins. Options to either charge for the facility or withdraw the facility all together; he also informed that they were in breach of the contract and that users may have the right for a refund for bins purchased. It has been most successful since it began but can only collect up to 12500 with only two lorries for this purpose.

               The next Core Strategy meeting is to take place on 15th October where a decision could be made to build 470 houses in Belper, 400 in Quarndon and 600 in Swanwick.

 Councillor Martin Tomlinson has made a decision to resign due to commitments in his personal life, a bi-election is likely to be held in November.

 Derbyshire County Council will withdraw its mobile libraries in the new year.

 There will be a 2% council tax increase in April 2015.


34/14/15 Minutes of the last Meeting


 Minutes of the council meeting held on the 22nd May 2014, copies of which had been passed to the councillors prior to this meeting, were taken as read, approved and signed by the Chairman for accuracy only.

 Nothing was deemed necessary for exclusion.

36/14/15 Chairman’s Announcements


The concept of having a Memorial Hall management committee will postponed to the next      meeting in November as more input is needed.


37/14/15 Derbyshire Association of Local Councils


All circulars having been previously circulated were received.

(b) Payments made since the last meeting:


39/14/15 Memorial Hall and Lettings


  The Chairman has had no further response regarding help for hall lettings.

  At present there is also a stalemate regarding the improvements in the hall.

The Clerk had contacted the planning department regarding the notice board but was only sent a leaflet with information for new notice boards. The Clerk asked for the assistance of Councillor Taylor for his contacts in planning if he could obtain further information whether it is possible to increase or alter the notice board without planning permission.


40/14/15 Planning and Licensing Matters


There have been no planning applications since the last meeting.


41/14/15 Neighbourhood Planning

 

 There have been several neighbourhood planning meetings since the last parish council meeting. A consultant has been recruited and the second questionnaire analysed. The next meeting is planned for 2nd October to decide on plan objectives and policies necessary.  There are concerns that the parish don’t fully understand what is happening regarding the neighbourhood plan. The Parish need to have a certain amount of control for what may be developed. The steering committee are not in a position to advise on planning permission issues or recommend for planning.
