Minutes of a meeting of Hazelwood Parish Council held in the Memorial Hall, Hazelwood on 22ND September 2016 commencing at 7.00p.m.

No variation to the Order of Business was deemed necessary.
Mrs. Wall suggested that it might be appropriate to have an AED (automated external defibrillator) in Hazelwood that is available (currently there is one in Lubrizol). Our local community first responder (Mr. A Allsop) explained how these can be used by members of the public. It would be placed in a locked box the code for which would be given if someone calls 999. These are available for around £1000 including the locked box and if registered with EMAS the maintenance would be covered by EMAS.
Mr. Allsop went on to explain the role of the Amber First Responders and left some material for the council.
The minutes of the council meeting held on the 28th July 2016 and the 30th August were read, approved and signed by the chairman for accuracy only.
It was noted by Cllr. Heath that we were failing to comment on all applications as agreed at the March 2016 meeting.
It was resolved that in view of the confidential nature of the agenda items 12 part 3 and 13 to exclude the press and public from the meeting in accordance with the Public Bodies (Admission to Meetings) Act 1960,s1, in order to discuss the items

Chairman Walker agreed to look into charging the Bowls Club for water used since their last bill
Cllr. Heath raised a concern that all planning applications were not being commented on in a consistent manner or in some cases not being commented on at all. The latter will hopefully be resolved with the appointment of a new Parish Clerk.
It was agreed to raise the issue of incorporating farmland into gardens at the next council meeting.
Lubrizol – The Lubrizol open evening on Sept 1st was used to present the South proposal to the parishioners and all attendees felt that the proposal was taken seriously by the company and was of a high quality and viability. Lubrizol subsequently met with concerned ‘near neighbours’ to receive their specific concerns and committed to incorporate these into the planning application due for submission Sept. 23rd.
There is a mechanism open to Lubrizol (S106) through which it can formally relinquish the approved Hillside Farm application. It is felt that this would send a welcome message to the Parish and it is expected this will be activated upon approval of the South proposal.
Kalamunda – The Parish Council has submitted a response to the Kalamunda application stressing the need for adherence to the commitments made in the original application and taking into account all Councillor’s comments.
It was resolved that, upon presentation of quotes, Cllrs. Thwaites and Heath be approved to agree a supplier and approve the ordering of replacement main double doors and the main front entrance door up to a value of no more than £2500.
Cllr. Wall agreed to obtain ideas and quotes to deal with the entrance hall floor.
It was resolved that Cllr. Walker instruct replacement of the 15mm gas pipe with 22mm pipe provided that the total cost be less than £700.
Cllr Harris gave an update on regular users of the hall
The Neighbourhood plan referendum is scheduled for October 20th. No postal votes will be available (post meeting it was confirmed that postal votes would be available) and whilst people should be encouraged to vote the council cannot campaign one way or another. The final open evening is on October 6th and the plan can be found on both AVBC and the Hazelwood Parish Council website.
Flyers will be distributed to the Parish prior to the 6 October open evening.
Neighbourhood plan audit
The need for an audit of the performance of the council with respect to the Neighbourhood Plan was discussed and it was agreed that the Steering Committee be asked to provide a clear definition of what is required before the councilors determine how to discharge this requirement.
7 applicants provided their details with 3 invited for interview. Two applicants have been interviewed with 1 to go. Criteria were clearly defined to determine who to interview and these have been recorded elsewhere.
