Minutes of a meeting of Hazelwood Parish Council held in the Memorial Hall, Hazelwood on 26th September 2013 commencing at 7.30p.m.

30 /13/14 Variation of Order of Business
No variation to Order of Business was deemed necessary.
31/ 13/14 Declaration of Members Interests
Cllr Brown declared an interest in the plans for his cowshed if any discussion was deemed necessary.
32/13/14 Public Speaking
Cllr Taylor stated that it was a quiet time at present regarding plans. There had been an Amber Valle Borough Council meeting the evening before the parish meeting and it was stated that the Core Strategy was progressing well. It became quite vocal with opinions as to where the future developments were to be made. Idridgehay had an overwhelming response to their questionnaire, with 120 returned. The local plans, on completion, would sit below the Core Strategy planned by Amber Valley , this would take precedence over the neighbourhood plans, but there is a legal obligation and needs to be completed and passed before May in case of a general election. Amy Taylor is still the contact for this at Amber Valley .
Cllr Angold had attended the meeting at Idridgehay to gain knowledge regarding the neighbourhood planning.
A compulsory purchase order has been placed on a property in Amber Valley for the first time, the owner then decided that he would sell.
33/13/14 Minutes of the last Meeting
Minutes of the council meeting held on the 15th July 2013, copies of which had been passed to the councillors prior to this meeting, were taken as read, approved and signed by the Chairman for accuracy only.
(a) The Chairman has had a discussion with Shottle and Postern parish council regarding potential work work taking place at the “Ruffs”, they were satisfied that no development was taking place. Substantial roadways have been put down but the enforcement officer had not been asked to get involved – clerk to contact enforcements regarding any issues over the roadways. (b) The credit card bill cannot paid be paid by direct debit as it in the Chairman’s name. (c) Highways will repair the hole on the kerbside at the memorial hall but not widen, this would be at cost and with planning permission to the Parish.
34/13/14 Items for Exclusion
Nothing was deemed necessary for exclusion.
35/13/14 Chairman’s Announcements
(a) A new notice board was requested, to have an extra one may require planning permission or a replacement may be possible. Clerk to find what is possible.
(b) It was a unanimous decision not to replace the freezer as it had been rarely used and this was why it was no longer working.
(c) As fire regulations have now changed, it is now necessary to replace the existing extinguisher in the kitchen with Co2 as the as the current one is no longer supported. The cost would be £90 + VAT, it was agreed to go ahead and place the order to keep the hall safe. Clerk to contact O Heap and Sons to progress.
(d) The hot water unit in the kitchen had also not been working, Cllr Angold had contacted an electrical company who had suggested the thermostat may need adjusting, this has now solved the problem.

Councillors noted the Planning and Licensing Matters as detailed on the agenda, information which had been previously circulated by the Clerk.

40/13/14 Neighbourhood Planning
This notice regarding the Neighbourhood plans was placed in the Parish magazine following the September meeting:
Following the considerable support shown at the parish meeting in July the Parish Council arranged a public meeting for Sept 12th to formally constitute a Neighbourhood Planning Group. The Hazelwood Neighbourhood Planning Group has now been formed and the members so far are the 5 parish councillors and 5 others. A draft Constitution was adopted and now an application to AVBC can be started.
In order to spread the message and to involve a wider circle of parishioners a few more members of the Steering Group will be very welcome. So if you have an interest in what your parish will look like in the future please come along to the next meeting. This will be on Thursday October 17 at 7:30 in the Memorial Hall. There will be no commitment to joining the Steering Group!
The Steering Group will be looking for volunteers to help with the collection of information about our parish and this could be for a short time or over a longer period of time to suit your availability. Not only will this be of practical help to the Steering Group but you will have the opportunity of meeting and working with some other people from the parish.
The parish website will have updates on the progress and plans (as well as other parish information).
